ARTICLE I-NAMEThe SREE Affinity Group name will be Women in Quantitative Methods (Women Quants).
ARTICLE II-MISSIONThe Women in Quantitative Methods Affinity Group is a collaborative network that supports the advancement of women in quantitative fields through mentorship, networking events and workshops. The Women Quants group is composed of women in all career stages that develop, educate, and implement advanced quantitative methods in the fields of education, social welfare, social and behavioral science, and public policy. These include advances in statistical modeling, measurement methods, and evaluation, with a particular focus on causal inference. The membership includes researchers at universities, non-academic institutions, and government, as well as graduate students and post-doctoral researchers.
ARTICLE III-MEMBERSHIPMembership in Women Quants is open to all people regardless of gender identity. To hold a leadership position, you must be a current SREE member. Voting members are those who are registered for the Women Quants annual event at least two weeks prior to the annual SREE conference. Voting members can vote on matters presented for consideration by the Women Quants Board, and on candidates nominated for positions on the Women Quants Board.All members shall be treated without discrimination based on race, national or ethnic origin, religion, gender, sexual orientation, age, or mental/physical ability. The Board of Directors is responsible for oversight of the affairs and property of the Women Quants in accordance with the purposes and limitations set forth in the Articles of Incorporation and these Bylaws. The President of the Women Quants is the main point of contact with the SREE Board, runs Women Quants business meetings, plans conference events, and initially serves as President-Elect and then as President. The President-Elect position is meant to provide a year of learning about the role of President from the current President before assuming that role. The President-Elect will fulfill any duties delegated by the President including supporting the President in coordinating Women Quants activities. The President will rotate between an individual from an academic institution and a non-academic institution every two-year term (e.g., 2024-2025 academic; 2026-2027 non-academic; etc). 2. Size The Women Quants Board shall consist of seven members: two from academic institutions, two from non-academic institutions, one graduate student, one President-Elect, and one President. 3. Term of Office Women Quants Board Members will be appointed for two calendar year terms. These limitations will not prevent an individual Board Member from serving as President-Elect followed by President. President-Elect and President must serve, at minimum, a two year term as a Board Member prior to being elected to serve as President-Elect and President. We assume the individual will serve as President-Elect in their third year on the Board, and will transition to President in their 4th year on the Board. After serving a 4th year on the Board as President, the term limit will be reached. EXAMPLE: Year 1: Board Member Year 2: Board Member Year 3: President Elect Year 4: President 4. Election of Directors, Board Officers, and Committee leadership Women Quants annual SREE meeting participants from the last two years will elect new Board Members and Presidents in online elections held annually at or around the time of the SREE annual meeting. 5. Vacancies a. Resignation A Women Quants Board Member may resign from office at any time by providing the Board with written notice. The date of resignation may be specified in the written notice. If a date is not specified, the resignation will be effective upon receipt of the notice by the President of the Board. A resignation does not discharge any accrued obligation or duty of a Board Member. b. Removal from Office A Women Quants Board Member may be removed at any time with or without cause, by a vote of a two-thirds majority of the Board. c. Filling Vacancies Any vacancies on the Women Quants Board may be filled by the Board through a vote of the majority of the Board Members then in office. A Board Member who becomes a member in this manner may complete the unexpired term of the individual who has left the board. Note that all Board Members must still complete a minimum of two years of Board service before running for President-Elect. 6. Meetings The Women Quants Board will meet at least once per year at the SREE annual conference. Notice of the time and place of meeting of the Board, together with a written agenda stating all matters upon which action is proposed to be taken and, to the extent possible, copies of all documents on which action is proposed to be taken, will be forwarded to each Board Member at least 5 working days before a scheduled meeting is to be held. Special meetings of the Board may be called by a majority of the Board Members, or by the President. When such meetings are called to discuss matters requiring prompt action, 48-hour notice shall be provided. 7. Quorum and Voting A majority of the entire Women Quants Board constitutes a quorum for the transaction of business. Except as otherwise provided by statute or by these bylaws, the vote of a majority of the Board Members present at the time of the vote, if a quorum is present at such time, will constitute action of the Board. 8. Action of the Board Any action required or permitted to be taken by the Board or by any Committee thereof may be taken without a meeting, if all members of the Board or the Committee consent in writing or by electronic means to the adoption of a resolution authorizing the action. The resolution and the written consents thereto by the members of the Board or Committee will be filed with the minutes of the proceedings of the Board or Committee. Any member of the Board or any Committee thereof, may participate in a meeting of the Board or Committee by means of a telephone or video conference, or similar communications equipment. Participation by such means constitutes presence in person at a meeting. 9. Compensation No Board Member may receive compensation for professional services rendered to the Women Quants.
ARTICLE V: ELECTIONSElection of Board Members, officers, committee chairs and Committee Chair -designees will be done at Women Quants Board meetings by a majority of those participating via online elections.
ARTICLE VI: AMENDMENTSThese Bylaws may be amended by the affirmative vote of a two-thirds majority of the Women Quants Board Members. The amendment of Bylaws may be initiated by the Board Members or by petition of ten percent of the Membership.
